Noor Ellahi

Noor Ellahi is the Founder of Noor Law Chamber. His distinguished professional career began after completing his legal education and LL.B. He subsequently developed extensive experience within the Federal Board of Revenue, where his knowledge of fiscal law, revenue administration and public-sector practice became central to his professional standing.

Across a career spanning approximately four decades, he has advised and represented clients in complex civil and fiscal matters while maintaining a principled approach founded on integrity, justice and professional responsibility. His leadership and practical insight continue to shape the chamber’s taxation and regulatory practice.

He has also remained committed to developing the next generation of lawyers. Through mentoring, professional guidance and legal education, he has supported more than 150 associates who have progressed into different areas of civil and fiscal practice. His contribution has included lectures on branches of civil law and involvement in preparatory courses for candidates seeking appointment as Civil Judges and Additional District Judges under bar-association initiatives.

Safeer Ahmed

Safeer Ahmed has been associated with legal advisory and representation for more than 18 years. He has developed substantial experience in meeting the needs of corporate and non-corporate clients through practical, commercially informed and legally robust advice.

His practice covers civil and fiscal laws, with representation before revenue and regulatory authorities, appellate forums and the High Courts. He advises clients operating across diverse sectors of Pakistan on taxation, regulatory compliance, commercial disputes and strategic legal matters.

In addition to his professional practice, he served as Finance Secretary of the Rawalpindi Tax Bar Association from 2016 to 2021. His work includes matters resulting in reported judgments before courts in Pakistan, subject to publication of the complete verified citations.

Muhammad Zaheer

Muhammad Zaheer is a Barrister-at-Law and Advocate High Court. He obtained his LL.B. from the University of the Punjab in 2019 and was called to the Bar of England and Wales by the Honourable Society of Lincoln’s Inn in 2026. He also holds an LL.M. from the University of London.

He heads the chamber’s litigation and advisory practice and leads a team of advocates. His work includes appearances before trial courts, tribunals and High Courts, representing corporations and private clients in civil, commercial, corporate, constitutional, taxation and regulatory matters.

His approach is grounded in disciplined advocacy, detailed preparation and practical legal strategy. He is committed to institutional improvement and service to the profession through law, learning and leadership.
